Quality Initiatives

In preparing to move into the next century while furthering its goal of building a data-driven, quality-based organization, the Solid Waste Management Department has initiated a team approach to planning, managing, and measuring improvement of its business operations and customer service. This team approach directs departmental leadership, resources, and employee efforts toward five agreed-upon priority areas.

FY2005 Service Strategies

Service Strategy One: Safely, efficiently collect residential and commercial solid waste for disposal.

Service Strategy Two: Safely and efficiently dispose of solid waste at city landfill and convenience centers.

Service Strategy Three: Safely and efficiently increase recycling and reuse of municipal solid waste.

Service Strategy Four: Safely and efficiently improve the cleanliness of the Albuquerque Community.

City Council Priority Objective FY2005

Priority Objective One: Coordinating responses to address illegal dumping in the Albuquerque region with governments in Sandoval, Bernalillo, and Valencia counties and report progress to the Mayor and City Council by the end of the third quarter of FY /05.

Priority Objective Seven: Establish a "waste to energy/renewable energy" program that can generate electricity for landfill facilities and other surrounding city or federal facilities; complete the methane gas collection system at Cerro Colorado Landfill by the end of FY /05

Priority Objective Twelve: Open Eagle Rock, Montessa, and Don Reservoir Convenience Centers seven days a week, allowing the citizens of Albuquerque additional days and hours to dispose of their household trash in order to reduce illegal dumping in the surrounding areas. Determine the costs, additional revenues, and impact on illegal dumping around the centers and throughout the area and provide a report to the Mayor and City Council by the end of the third quarter FY/05.

Priority Objective Thirteen:Reduce litter on Albuquerque Interstate highways and on-off ramps by sweeping at least 16,000 linear miles in FY/05

Proposed Objective for FY2006

Priority Objective Number One: Ensure that Albuquerque's built environment and natural places are clean by systematically removing weeds, litter, and other manmade debris. Assess areas with the greatest need, document the amount of litter removed, and report on results in the City's FY/06 Performance Plan and thereafter as appropriate.

Priority Objective Number Four: Analyze options and propose alternatives with viable business cases to use the renewable energy available via the methane collection system at the Cerro Colorado Landfill by the end of the third quarter, FY/06

Priority Objective Number Three: Complete Construction of Cell #7 at the Cerro Colorado Landfill and be ready to accept solid waste by the beginning of the third quarter, FY/06

Priority Objective Number Two: Research and propose an e-waste recycling program, including costs and benefits, to the Mayor and City Council by the end of the second quarter, FY/06.

Priority Objective Number Five:Propose revisions to Solid Waste City ordinance , focusing on Administrative and service issues that do not impact rates and charges to customers by the end of the first quarter, FY/06.
