The Office of Elementary and Secondary Education anticipates the need to acquire logistical support for conferences, meetings, and other activities associated with supporting the implementation of Reading First at the State and local levels. Specifically, the solicitation will seek meeting planning and logistical activities related to the National Outreach Conferences, regional meetings, focus groups, Reading First State Coordination meetings and preparation and dissemination of resource materials. Conferences, meetings, and activities may vary in size, duration, and nature. The contractor shall have the capacity of handling meetings and activities at a number of locations, in addition to Washington, D.C. area, and be responsible for including pre-conference, logistical support for each meeting, and post-conference follow-up. This notice of intent is not a request for competitive proposals. Furthermore, the release of this notice in no way obligates ED or the US Government to release a RFP or make an award of any type.



The Government anticipates that this will be a full and open competition, set-aside for small businesses to be awarded to the offeror who provides the best value; the procedures set forth in FAR Part 15 shall apply. The government anticipates that the resulting contract will be a fixed price contract with a cost-reimbursable line item awarded to a single provider. The Government anticipates the period of performance to consist of a base period of 12-months, and four (4) possible 12-month option periods (if exercised by the Government). The Department anticipates release of the RFP on July 23, 2008 with a closing date of August 22, 2008.



A DRAFT Performance Work Statement (PWS) has been provided, but industry feedback is not being accepted at this time. ED will not accept written correspondence, literature or other proposal-type submissions.
