Mr. Starr formerly served as the Deputy Chief of the Market Disputes Resolution Division, and prior to that, he was Chief of the Formal Complaints and Investigations Branch of the Common Carrier Bureau's (CCB) Enforcement Division and also worked as an attorney in the CCB's Policy Division.

Before joining the Commission, Mr. Starr was a litigation partner at the law firm of Reed Smith in Washington, D.C. He also served as a law clerk for a federal district court judge and for a federal circuit court judge.

Alex Starr is an honors graduate of Stanford University and Harvard Law School.
