Improper Payments Regulatory Process

I. Notice of Proposed Rule Making

A Notice of Proposed Rule Making (NPRM) was published in the Federal Register on March 2, 2007. The proposed rule revises the Child Care and Development Fund (CCDF) regulations to provide for the reporting of error rates in the expenditure of CCDF grant funds by the 50 States, the District of Columbia and Puerto Rico. This reporting will serve to implement the Improper Payments Information Act of 2002 (IPIA) and the President's Management Agenda (PMA)'s goal of "Eliminating Improper Payments."

Attention: Christine Calpin, Associate Director. Alternatively, comments may be transmitted electronically by going to http://regulations.acf.hhs.gov.

II. Information Collection Requirements

In accordance with the Paperwork Reduction Act (PRA), the general public and other public agencies are invited to comment on the information collection requirements. Comments will be accepted on (1) evaluating whether the proposed collection is necessary for the proper performance of the functions of ACF, including whether the information will have practical utility; (2) evaluating the accuracy of ACF's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (3) enhancing the quality, usefulness and clarity of the information to be collected; and (4) minimizing the burden of the collection of information on those who are to respond, including through the use of appropriate automated, electronic, mechanical, or other technology, e.g., permitting electronic submission of responses.

You may submit comments through May 1, 2007 by fax to OMB at (202)395-6974 and mark to the attention of the Desk Officer for the Administration for Children and Families. Alternatively, comments may be transmitted electronically at OIRA_submission@omb.eop.gov. The Office of Management and Budget (OMB) is required to make a decision concerning the collection of information contained in the proposed regulations between 30 and 60 days after publication of the NPRM in the Federal Register. A comment is best assured of having its full effect if OMB receives it within 30 days of the Federal Register publication date.
