What are the Child Care and Development Fund Discretionary Funds and how may they be used?

One hundred percent of Discretionary funds come from the Federal government. Discretionary funds must be obligated by the end of the second year of the grant and liquidated by the end of the third year of the grant. To augment the Discretionary funds received through the CCDF, up to 30 percent of the TANF block grant can be transferred to the Discretionary fund.  Discretionary funds, however, may not be used to supplant State general revenue funds for child care assistance.
