Progress: Implementation is proceeding according to plans agreed upon with the agencies.

Yellow

Status: Achieved some but not all of the criteria.

Progress: Slippage in implementation schedule, quality of deliverables, or other issues requiring adjustment by agency in order to achieve initiative on a timely basis.

Red

Status: Has any one of a number of serious flaws.

Progress: Initiative in serious jeopardy. Unlikely to realize objectives absent significant management intervention.
