Golos Marks Duma Anniversary with Civic Action

On May 18-19, 2006, the USAID-supported Golos Association conducted activities intended to increase citizens’ awareness of the electoral amendments made last year and to stimulate interest in elections. The activities took place in 31 regions of the Russian Federation and were dedicated to the 100th anniversary of the parliamentary process in Russia. 

More than 250 Golos volunteers helped inform citizens about amendments to the Federal law on “Elections of State Duma Deputies,” which limits the nomination of candidates to political parties only, increases the threshold for parties to get into the Duma from 5% to 7%, and restricts independent election monitoring on Election Day.

Citizens were asked to complete surveys designed to measure the extent to which they were aware that the December 2007 federal elections will be conducted according to the amended legislation and public support of these amendments. The polling results will be distributed among State Duma deputies, deputies of regional Dumas, the Central Election Commission, regional election bodies, political parties, civic groups, mass media, and other experts. In June 2006, Golos will follow up on these activities through regional discussion clubs.
