Job Creation


The Employment Creation for Low-Income Persons, Immigrants and Refugees program is one many programs funded by the State of Hawaii, Department of Labor and Industrial Relations (DLIR), Office of Community Services (OCS). Through the Office of Community Services, a Request for Proposal (RFP) is announced for competitive purchase of services (POS) to qualified service agencies throughout counties of Hawaii, Maui, Oahu and Kauai. After an agency is selected, a contract with OCS is negotiated and executed to provide services to the target population.

The purpose of this program is to procure services that assist low-income persons, immigrants, and refugees who are at or below 150 percent of the Federal Poverty Guidelines become self-employed in their own business and to create opportunities through new and innovative businesses that have the potential to be become financially self-sustaining.

These services are provided on the islands of Hawaii, Maui and Oahu by the following agencies:
