Electrologists
Electrologists, through a series of treatments, permanently remove hair from the skin by inserting a sterile needle-conductor into the hair follicle and directing electrical energy toward the hair cell. Electrologists work in beauty salons, in collaboration with dermatologists, and in private practice.

Tattoo Artists and Permanent Color Technicians
Tattoo artists and permanent color technicians mark or color the skin by inserting nontoxic dyes or pigments into or under the subcutaneous portion of the skin using single-use or sterile needles to form indelible marks for figurative, decorative, cosmetic or medical purposes.

Education & Training
Electrology
Applicants must hold a transcript from a school of electrolysis showing completion of an approved course of study.
 
Or, applicants must present original certification of licensure from another state that verifies the completion of a course of study which meets Oregon's requirements as set forth in ORS 690.410 and OAR 331-515-0020.
 
Or, applicants must present documented practical work experience as a licensed or certified electrologist.

Permanent Color and Tattoo Arts
  1. High school diploma or equivalent required

  2. Completion of approved training program including 360 hours of training (210 theory/150 practical), chairside supervision under a licensed tattoo artist/ permanent color technician.

    Must have documentation showing a minimum of 50 completed procedures (which means "a tattoo which has been finished, including any touchups or additional work following initial healing and the client is released from service")

  3. Pass examination

  4. Proof of age of at least 18 years old

Examination
Electrologists and tattoo artists/permanent color technicians must complete both written and practical/skill assessment examinations.
 
The electrology examination is scheduled two time a year in Portland.

The tattoo artist / permanent color technician examination is conducted on a walk-in basis at the Oregon Health Licensing Agency (OHLA) in Salem.

License Renewal
Practitioner licenses expire two years from date of issuance.  Facility licenses also expire two years from issuance.
 
License holders receive a courtesy renewal notice approximately six weeks prior to their license expiration date.

Continuing Education
Electrology
Electrologists must complete 12 clock hours of continuing education every two years.
 
Permanent Color and Tattoo Arts
Permanent color technicians and tattoo artists must complete 10 hours of continuing education every two years.
