Oregon´s seven-member Land Conservation and Development Commission (LCDC), assisted by DLCD, adopts state land-use goals and implements rules, assures local plan compliance with the goals, coordinates state and local planning, and manages the coastal zone program.
 
The Commissioners are unpaid citizen volunteers appointed by the Governor and confirmed by the Senate. Commissioners are appointed to four-year terms and may not serve for more than two full terms.
 
The statute establishing the Commission, ORS 197.030, also directs that the members be representative of certain regions of the state, and that there be a current or former elected official of a city and a county.
 
The Commission meets about every six weeks to direct the work DLCD.

The Land Conservation and Development Commission (LCDC) is required by statute to adopt “statewide land use policies,” including statewide goals and administrative rules, “necessary to carry out ORS chapters 195, 196 and 197,” i.e., Oregon’s statewide land use planning program.
 
LCDC generally approves its biennial “policy agenda” – a list of planned policy and rulemaking initiatives – at the beginning of each biennium.
 
In August and October 2007, LCDC considered a list of suggestions to amend, update, streamline and improve state land use policies and rules. LCDC approved its 2007-09 Policy Agenda in October, summarized here.

Citizen Involvement Guidelines
On April 23, 2004, LCDC approved the Citizen Involvement Guidelines for Policy Development.
 
The purpose of these guidelines is "to provide and promote clear procedures for public involvement in the development of Commission policy on land use."

LOAC
Local Officials Advisory Committee (LOAC)
 
ORS 197.165  established the Local Officials Advisory Committee (LOAC) in order to promote "understanding and cooperation between the Land Conservation and Development Commission and local governments . . ."
 
LOAC members are city and county elected officials appointed by LCDC from around the state. By statute, the committee´s charge is "to advise and assist the commission (LCDC) on its policies and programs affecting local governments."

CIAC
Citizen Involvement Advisory Committee (CIAC)
 
ORS 197.160  established the state´s Citizen Involvement Advisory Committee (CIAC) to advise the Land Conservation and Development Commission and local governments on matters pertaining to citizen involvement.
 
Every city and county plan in Oregon includes a citizen involvement program which describes how the public can participate in each phase of the planning process. Local governments periodically evaluate their efforts to involve citizens, and, if necessary, update their programs.
