Department Establishes Alliance with U.S. Business Leadership Network to Promote Employment of Workers with Disabilities
The Department's Office of Disability Employment Policy (ODEP) and the U.S. Business Leadership Network (USBLN) have formed an alliance to promote the employment of people with disabilities. This collaboration will provide USBLN members and other employers with information, guidance and access to resources that will help them to recruit, hire and advance workers with disabilities.

September 18 Webinar: Creation of Access Point Networks to Expand One-Stop Outreach
How can you expand your reach into the community- and your access to new workers- without straining your budget? More than fifty Local Workforce Areas across the country are training Faith-Based and Community Organizations (FBCOs) to act as Access Points by teaching them to provide job search services and One-Stop referrals on-site in hard-to-serve communities. These FBCOs serve as Access Points through non-financial partnerships, based on shared commitments.

A September 18 webinar will provide some answers and first-hand observations. You will hear from two peers about the benefits and lessons learned in selecting and training their Access Points. You will also receive details about the opportunity to receive Distance Coaching on how to implement Access Points locally, based on the new guide "The Access Point Toolkit: Sharing How Access to Resources Empowers."

Department Announces Grant to Newark, New Jersey to Build on Successes under President's Prisoner Re-entry Initiative; City will Serve as "National Learning Platform"
The Department of Labor has awarded $2 million to Newark, New Jersey to expand the President's Prisoner Re-entry Initiative (PRI) across the city.

More than 1,200 individuals will be served. The expertise and resources of the state, the Nicholson Foundation, the Manhattan Institute, and local faith-based and community organizations will play major roles. The project will complement existing services, such as the city's Opportunity Reconnect and the state's Another Chance re-entry programs. Specifically, this grant will create five access points housed in local faith-based and community groups that will serve as the "front door" for re-entry and be networked with a host of public and private services already available to ex-offenders.

"The purpose of this project is to determine whether the successful PRI strategy of community-based, mentor-supported and employment-focused re-entry can move beyond helping individuals to helping entire neighborhoods and a city recover from the burden of high rates of criminal recidivism," said Deputy Assistant Secretary of Labor for Employment and Training Brent R. Orrell, who made the announcement of this award in Newark with New Jersey Gov. Jon S. Corzine, Newark Mayor Cory A. Booker, and a contingent of partners and community members. "By leveraging the power of partnerships, Newark can be a model for other cities to drive down crime and raise up lives through a network of support that leads to employment."

ETA Issues Program Year 2007/Fiscal Year 2008 Performance Reporting and Data Validation Timelines
The Employment and Training Administration has issued Training and Employment Notice (TEN) 9-08.

This TEN remind the workforce investment system of the performance reporting requirements and associated timelines for submitting data validation results for the Workforce Investment Act (WIA) title IB programs; the Wagner-Peyser Employment Service; activities authorized under chapter 41 of title 38 United States Code (Local Veterans' Employment Representative and Disabled Veterans' Outreach Program); the Trade Adjustment Assistance (TAA) program; and the National Farmworker Jobs Program (NFJP).

Prisoner Re-Entry Initiative: ETA Seeks Solicitations from FBCOs in Eligible Counties to Provide Post-Release Services
The Prisoner Re-entry Initiative (PRI) seeks to strengthen urban communities characterized by large numbers of returning prisoners through an employment-centered program that incorporates mentoring, job training, and other comprehensive transitional services. This program represents a partnership between the Departments of Labor and Justice.

Earlier this spring, the Department of Justice awarded PRI grants to 19 State correctional agencies to provide pre-release services to prisoners returning to one targeted county within the State.

The Department's Employment and Training Administration is now soliciting applications from faith-based and community organizations in 19 counties to provide post-release services for individuals being released from prison..

This competition is limited to FBCOs operating within the target county(ies) identified in each DOJ grant:

  • Jefferson County, AL
  • Los Angeles County, CA
  • Denver County, CO
  • Fairfield County, CT
  • New Castle County, DE
  • Cook County, IL
  • Allen County, IN
  • Caddo and Bossier Parishes, LA
  • Baltimore County, MD
  • Genesee County, MI
  • Greene County, MO
  • Clark County, NV
  • Mercer County, NJ
  • Erie County, NY
  • Tulsa County, OK
  • Philadelphia County, PA
  • Davidson County, TN
  • Milwaukee, WI

ETA expects that each of the 19 awardees will serve at least 100 returning prisoners during the first year of this initiative. FBCOs applying for these grants will identify as part of their application the need in the community that they plan to serve; their plan for serving released prisoners; and their partnerships with the criminal justice system, local Workforce Investment Board, housing authority, and mental health and substance abuse treatment providers.

The agency expects to award a total of $5.7 million in initial grants through this announcement with awards of approximately $300,000.

November 4 is the closing date for applications.
