October 2002 was wet in North Carolina on a statewide basis, ranking as the 16th wettest October in the 108-year record. However, long-term moisture deficits gave the state the 12th driest November-October on record.
As noted by the North Carolina State Climatologist's Office, (Ryan P. Boyles), some areas of central North Carolina received three months' worth of precipitation in one week. Water supplies in communities with larger reservoirs went from less than 90 days of supply to over 250 days of supply. Mandatory water restrictions in these areas have been dropped.
However, as noted by the National Weather Service (David Miskus), mandatory water restrictions remained in 60+ central North Carolina communities even though short-term water supplies have increased starting back in
mid-August.
