Performance Technology Center

 

Overview

In response to Admiral Kramek's streamlining initiatives, Training Center Yorktown formed the PTC from Training Division resources in 1996. Designated by Assistant Commandant G-WT as the Coast Guard's Center of Products Excellence for Interactive Courseware (ICW), the PTC is a prototype center for improving human performance. It uses human performance technology techniques and tools to analyze workforce performance problems. Through continuous research, it identifies the most effective and efficient emerging technologies that can be designed and developed into the products and performance supports that help solve those problems.

Organization

PTC organization is divided into four branches: Performance Analysis, Design & Development, Doctrine, Acquisition, & Evaluation, and Information Resource Management. These four branches concentrate on analyzing workforce performance problems, evaluating solutions to those problem areas, creating performance supports for improving workforce performance, designing and building the Coast Guard’s e-learning system and supporting the training center’s Information Technology needs.

  • Performance Analysis
    • Analyzes performance problems and identifies appropriate interventions
    • Provides HPT support to major Coast Guard acquisitions
    • Executes the occupational analysis program for the Coast Guard
    • Maintains close ties with the other services and academia
    • Provides Front End Analysis (FEA) training
  • Design and Development
    • Turns innovative prototype designs into actual products,
    • Researches state-of-the-industry training and performance technologies,
    • Supports G-WTT on the design and creation of the Coast Guard’s e-learning system,
    • Provides HPT support for Coast Guard acquisitions
    • Maintains close ties with the other services, industry, and academia
  • Doctrine, Acquisition, & Evaluation
    • Develop standardized processes for doctrine development
    • Assist with the development of tactical and operational doctrine
    • Assist major acquisition projects by utilizing Human Performance Technology (HPT) processes
    • Develop evaluation processes and tools
    • Conduct evaluations
    • Maintain formal training system manpower requirements and process determination
  • Information Resource Management
    • Provides a broad array of information technology services to the base (staff and students),
    • Provides IT consulting to performance solutions and supports the training system’s IT initiatives.
