The Bureau of Drug and Alcohol Programs was established by the Pennsylvania Drug and Alcohol Abuse Control Act and is charged with developing and implementing a comprehensive health, education, and rehabilitation program for the
prevention, intervention, treatment and case management of drug and alcohol abuse and dependence. This program is implemented through grant agreements with the 49 Single County Authorities (SCAs) who, in turn, contract with private service providers. BDAP provides for central planning, management, and monitoring; the SCAs provide administrative oversight to the local contracted programs. Programs are funded with state and Substance Abuse Prevention and Treatment Block Grant funds.
