SUBJECT: Rescissions to be Applied During Fiscal Year 2008 for Workforce Investment Act (WIA) Programs

PROGRAM(S): WIA

1. Purpose. To transmit information about rescissions of Federal budget authority to be applied during Fiscal Year 2008 for Workforce Investment Act (WIA) Programs, as provided for under the Revised Continuing Appropriations Resolution of 2007 and the Consolidated Appropriations Act of 2008.

4. Substance. Recent Congressional appropriation language has provided for three separate rescissions – withdrawal of budget authority – as well as an allocation reduction for WIA programs. Due to the complexity of the rescission arrangements, a variety of information sharing approaches is being used. The attachment to this Alert is a January 4^th memorandum from Deputy Assistant Secretary Doug Small to State Workforce Administrators concerning the rescission provisions. Additionally a Training and Employment Guidance Letter is forthcoming. Finally, ETA will host a teleconference call for State Workforce Administrators and State finance directors on January 14, 2008.
