8/2/74 Listing of Major Tasks mplementation of HRP Legislation A. Immediate: 1. Area Designation Process, including the proposed orientation sessions to be held for State officials shortly following final enactment of HRP legislation; 2. PY 75 and 76 Budgets, including related Forward Plan 'and 'other materials; 3. Meetings with CHP, Hill-Burton and RMP Representatives, which already have been scheduled for late September and early October; 4. Organization and Staffing, of a proposed new Bureau, both as it relate to headquarters and regional offices; 5. Legislative Monitoring and Follow-Up - I include this even though it is obvious because a) it will continue to require a good deal of your time and effort, and b) our input to Committee and Conference Reports could prove crucial in a number of respects; and 6. Planning Technology Development and Technical-Assistahce, for which $5 million in released RMP funds is now available. B. Other: 7. Transitional or Residual Functions and Activities of the CHP, Hill-Burton, and RMP programs that will need to be mntinue4 dur witch-over to HRP and a modified facilities construction program; 8. Local Agency Designation and Selection, including he development of #@- 2 -, , /@, @ application material@and procedures; 9. Specification of Data to be compiled@, collected, and/or utilized by HSAS, which@the pending legislation would mandate; 10. Development of Model Health Plans and planning processes; 11. Technical Materials and Standards for use in-health planning. Perhaps this and the above two tasks are or should be specifically subsumed under Planning Technology (item 6); 12. New Regulatory Requirements or Activities, including revisions in the. section 1122 authority. 13. Provision of Transitional Assistance to existing CHPS; Hill-Burton Agencies, and RMPs and the emergent HSA8. 14. Development o HSA Guidelines for their organization and operations, which the pending legislation would mandate; 21 15. State Agency Guidelines and/or Mutations; 16. Development, Testing, and Calculation of Such Formulas for allocation of planning, resource development, and other grant funds as may be specified in the final legislation; 17. Design of An HRP Evaluation System per my recent memo to you; 18. Design of An MIS Mismanagement monitoring system; 19. Establishment and support of a National Health Policy Council if this provision is enacted and it is determined to be the responsibility of the new Bureau; 20.
