Heads of Bureaus and Divisions should establish pro- cedures and controls to insure that a committee member is dis- qualified from performing duties or rendering advice which will have a direct and predictable effect on the interests of an organization or institution with which he is associated as an employee or consultant or in which he hag a financial interest. In particular, committee members should not participate in the evaluation of contract or grant proposals which will directly affect the interests of such organization or institution." CONFIDENTIALITY OF MEETINGS Regulations of the PHS provide that discussions.of advisory councils shall be held confidential except as disclosure is authorized by the Administrator, Health Services and Mental Health Administration.
