Work for private employers of Guam and American Samoa is covered by Social Security on the same basis as work of employees in the U.S. However, work in Guam by a resident of the Philippines under contract to work on a temporary basis as a nonimmigrant alien is not covered.
Work as an officer or employee of the government of American Samoa or any political subdivision or instrumentality thereof (except by a person covered under a retirement system established by law of the U.S.) has been covered since January 1, 1961. Beginning January 1, 1973, work as a temporary or intermittent employee of the government (or wholly-owned instrumentality) of Guam is covered by Social Security unless it is:
Covered by a retirement system established by a law of Guam or the U.S.;
Performed by an elected official;
Performed by a member of the legislature; or
Performed in a hospital or penal institution by a patient or inmate thereof.
