This study evaluated the impact of the Department of Energy's fuel allocation plan on independent gasoline retailers in terms of efficiency and equity. The researchers reported that DOE gasoline allocation regulations, as widely applied, tended to favor new retail stations over existing gasoline retailers. The authors concluded that allocation regulations seemed to be administered in an atmosphere of "benign neglect."

Comparative Class Rates of Return in the Electric Utility Industry: A Comparative Study of Electric Rates Charged to Small Business Consumers

Reducing the Impact of Margin Ceilings on Gasoline Wholesalers

Marginal ceilings on wholesale sales of gasoline were imposed by the Federal Energy Office in 1973, but never subsequently revised to reflect the effects of inflation and supply shortages on wholesalers' earnings. To measure the effects of this regulation, this study used a, national survey of 192 gasoline jobbers. It focused on their cost increases and overall profitability from 1974 through 1979, and found significant adverse effects.

Short Line Railroads As an Investment

As a result of federal railroad legislation in the 1970s, over 33,000 miles of rail lines were defined as "light density lines." A high percentage of these lines faced abandonment. However, some of the more active lines were converted by private investors into short line railroads. This study examined the financial health of three active short line railroads to determine the financial success of their operations with an eye toward investment possibilities for other, similar short line railroads.
