              The attached prop@osal., BHRD Organization and Functions Flyer,
              I have asked Ken Baum, John Land and Tom Simonds to review
                    agree with their concern5that DRMP be shown as a
              Division within BHRD at this time/)In view of pending
              legislation, the intent to form a new Bureau, and the fact
              that RMP is oficially under BHSR which Bureau has been
              fund@he direct operational cos@ of DRMP.

              As is indicated in the comments from our staff, DRMP appears
              to be an0add onfand many emphasis placed on manpower
              activities.  Ken pointed out that the functional statement
              used by them is no longer appropriate and certainly will be
              in conflict with the existing court order.

              If you concur, I will inform Frances Dearman of this position.
