Governing NCSL

The National Conference of State Legislatures is a bipartisan organization that serves the legislators and staffs of the nation's 50 states, its commonwealths and territories. NCSL provides research, technical assistance and opportunities for policymakers to exchange ideas on the most pressing state issues. NCSL is an effective and respected advocate for the interests of state governments before Congress and federal agencies.

NCSL is your organization. The leadership of NCSL is composed of legislators and staff from across the country. The NCSL Executive Committee provides overall direction on operations of the Conference.

The NCSL Executive Committee

The National Conference of State Legislatures' Executive Committee is the governing body of the Conference. The executive committee and Conference officers have supervision, control and direction of the affairs of the Conference, its committees and publications. It also implements the policies and supervises the disbursement of its funds.

The executive committee, an elected body, is composed of 60 members: seven officers; 30 at-large legislator members; four regional legislators from the Council of State Government; three ex officio members; and 16 legislative staff members. Officers include a president, president elect, vice president, immediate past president, staff chair, staff vice chair and immediate past staff chair. Each member is entitled to vote on any matter coming before the committee. Legislative staff are entitled to vote only on organizational matters--not on matters of public policy.

The Executive Committee meets four times a year at such time and place as the committee decides. The president may call special meetings as necessary.

The preliminary agenda will be available online and the Executive Committee Agenda Book includes detailed agendas of meetings.  The book will be mailed to all members prior to the meeting.

The Legislative Staff Coordinating Committee (LSCC)

The LSCC is made up of the legislative staff members elected to the NCSL Executive Committee, the staff chair and staff vice chairs of the NCSL Standing Committees, two officers of each of the ten staff sections, and four discretionary appointees of the Staff Chair.

The purposes of the Legislative Staff Coordinating Committee (LSCC) are to oversee the legislative staff division of NCSL, to coordinate the work of the ten staff sections of NCSL, to promote professional development of legislative staff, and to review and evaluate NCSL services to legislative staff. LSCC serves in an advisory capacity to the NCSL Executive Committee.

The LSCC meets four times a year in conjunction with the Executive Committee.
