U.S. Labor Department's OSHA, Barr & Barr Builders form safety and health partnership for construction of Brewer, Maine, cancer treatment center

BREWER, Maine - The U.S. Department of Labor's Occupational Safety and Health Administration (OSHA) has formed a partnership with Barr & Barr Builders Inc. and the Maine Bureau of Labor Standards 21(d) safety consultation project to enhance the safety and health of employees constructing the new cancer treatment center at the Eastern Maine Healthcare Systems Brewer Professional Center in Brewer.

"It's fitting that a project to build a house of healing will be conducted under a partnership that seeks to effectively and continually minimize the possibility of illness and injury among its builders," said Marthe Kent, OSHA's regional administrator for New England.

"This partnership will emphasize training and a proactive approach to safety and health that will identify and eliminate potentially hazardous conditions before they hurt employees," said William Coffin, OSHA's area director for Maine. "Our goal is for every employee to go home healthy and whole at the end of each workday."

The project, located at 18 Whiting Hill Road, involves the construction of a three-story, 136,000-square-foot building scheduled for completion in October 2009. Under the partnership, Barr & Barr, the project's general contractor, will develop and implement a comprehensive safety and health program that equals or exceeds OSHA guidelines.

The program will include employee involvement; effective employee training, including weekly, documented safety training; participation in OSHA's 10-hour construction safety course by all site supervisors and employees; and documented safety inspections. Data will be collected to analyze injury and illness trends, including "near miss" incidents, so as to continually improve safety and health and help all contractors develop "zero tolerance" for hazards.

The partnership was signed May 29 at the construction site by OSHA's Coffin; David E. Wacker, director, Maine 21(d) Consultation Project; and for Barr & Barr: Executive Vice President Stephen Killian, Senior Vice President Domenic Tiberi, Project Executive Stephen Hughes, General Superintendent Thomas Perkins, Project Manager Adam Mancini, Safety Director James Manoli and Superintendent Peter Wormell.

OSHA's Strategic Partnership Program is part of U.S. Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of employees through cooperative relationships with trade associations, labor organizations, employers and employees. More than 1.4 million employees and more than 26,000 employers across the United States have participated with OSHA in more than 534 strategic partnerships since the program began in 1998.
