MARPLOT
MARPLOT (Mapping Application for Response, Planning, and Local Operational Tasks) is a mapping program. With MARPLOT's easy-to-use GIS interface, you can quickly create, view, and modify maps. MARPLOT is available for free, as are the maps for all 50 U.S. states.

You can customize MARPLOT maps like this one by using the layers to select which objects and names appear.
