9-9:30: Opening remarks and general announcements

Facilitator: Lois Fingerhut (USA)

Goal: Discuss purpose of meeting and what will be accomplished.

Detail: Review agenda items for this meeting;
Communication between meetings: AdvICE Users.

Instruction on how to sign on to Injury Adv-ICE list serve.

Describe NCHS proposed change in age adjustment procedures beginning with deaths in 1999 using a projected 2000 population.

SPRING '99 Symposium -- need for a planning committee.

9:30-10:30: Harmonization of injury related classification systems

Facilitator: Donna Picket (USA) and Sue Gallagher (USA)

Goal: Agreeing on a format for an annotated bibliography of classification systems.

Detail: Currently there are numerous injury-related classification systems available.

The goal is to identify the available ones and describe them in a standard format. The classification and injury surveillance systems identified to date include: ICD-9 and CM; ICD-10 and CM; International Classification of External Causes of Injury (ICECI) and NOMESCO. In addition, these formats for injury surveillance systems have been identified -- EHLASS; NEISS; DEEDS.

10:30-11:30: Discussion of ICECI

(Preliminary draft of the WHO-Guidelines for counting and classifying external causes of injuries and their causes for injury prevention and control.)

Facilitator: James Harrison (Australia)

Goal: Discussion.

Detail: This discussion will focus on the strengths and limitations of the current ICECI document.

11:30-12:30: ICE and other-related project updates

Facilitator: Lois Fingerhut (USA) and project coordinators

Goal: Keep participants apprised of on-going projects.

Detail: Coordinators of 6 on-going ICE (and not so ICE) projects will each give a 10 minute update.

12:30-1:30: Lunch

1:30-5: Developing matrix of nature, site, and severity using ICD diagnosis codes: Developing matrix of nature, site, and severity using ICD diagnosis codes

Facilitators: Ellen MacKenzie (USA) and Howard Champion (USA)

Detail: The presenters will give an overview of the issues involved in using ICD diagnosis codes (N-codes) to classify injuries according to nature (e.g., fracture, contusion, laceration, etc.), body region (e.g., arm, leg, head, etc.), and severity. Recommendations for use of standard terminology and classification matrices will be proposed.

9-10: Mortality questionnaire: Mortality questionnaire

Facilitator: Cleo Rooney (England and Wales)

Goal: Agreement on a questionnaire which will be sent to participating countries.

Detail: In order to aid in accurately interpret differences in rates of injury mortality between countries we need to identify differences in how the data are captured and presented. A questionnaire which aims to define and clarify methods and terms used in the calculation of rates (including data capture and population information) will have (hopefully) been piloted in 3 countries (Canada, Norway, and Israel). The questionnaire will be presented for comment on content, length, and other considerations. After the meeting the comments will be incorporated and then the questionnaire sent to the countries participating in ICE. The results will be collated and published by ICE and NCHS.

10-11:30: Transition from ICD-9 to ICD-10

Facilitator: John Langley (New Zealand)

Goal: Sharing of experiences of using ICD-10.

Detail: The facilitator will open the discussion to the merits of ICD-10 relative to ICD-9. Speakers for a few countries will reflect on some former injury prevention research needs and the challenges presented using data coded according to the ICD-9 and how, if at all, the ICD-10 has addressed difficulties which were encountered. Also other gaps in ICD-10 should be identified.

Countries who are currently using ICD-10 (e.g., Denmark) will present the Matrix using the ICD-10 with a comparison to a Matrix using ICD-9. This discussion will be limited to ICD-10 (mortality) rather than ICD-10-CM (morbidity).

11:30-12 noon: Role of ICE in the longer term

Facilitator: Vita Barell (Israel)

Goal: Agreement on whether ICE will serve in an advisory capacity on injury information issues.

Detail: Several discussions and proposals have been made on issues which are not within the scope of ICE to change. Vita Barell (Israel) has initiated one such discussion about how to code injuries resulting from terrorism/civil insurrection. How should ICE proceed?

12 noon-12:30: Summary

Goal: Summarize what has been accomplished and what participants will be responsible for in the coming months.
