1.PURPOSE: To inform SCSEP grantees of the availability of training to assist grantees and subgrantees in targeted states to meet the unsubsidized placement goal. 2. BACKGROUND: For several years the unsubsidized placement goal for the SCSEP program has been 20 percent. A grantee that failed to meet the goal had to submit a corrective action plan with steps to be taken to increase the number of unsubsidized placements. The Older Americans Act Amendments of 2000 also set a minimum unsubsidized placement goal of 20 percent. Under the new amendments there are provisions for the imposition of sanctions for continued failure to meet all of the standards however, including the unsubsidized placement goal of 20 percent. The Government Performance and Responsibility Act (GPRA) goal was enacted to establish accountability for achievement of performance outcomes. For the past two years the GPRA goal has been 26 percent, but in actuality grantees have surpassed this goal with 36.6 percent in Program Year (PY) 1999 and 34.0 percent in PY 2000. The goal established for program year 2002 is 37 percent. This is well above the unsubsidized placement attainment of most State and national grantees. 3. Training and Technical Assistance: The Department has made a proactive choice to provide training to increase unsubsidized placements before Federal regulations and the imposition of sanctions for failure to meet performance goals are in place. The National Association of State Units on Aging (NASUA) has been selected to provide customized training to selected States. We anticipate that similar efforts will be directed at national grantees, which may also participate in the NASUA training sessions. The Department has provided a grant to NASUA to provide assistance to those States that have faced difficulty in meeting the 20 percent unsubsidized placement goal during the last two program years. A needs assessment has been completed with each State identified, which has formed the core of the approach NASUA has taken for customizing unsubsidized placement assistance training and technical assistance. Also, to maximize staff time and effort, NASUA will develop a roster of State expertise that will form the basis of a peer-mentoring program. Peer mentors will be available for several levels of assistance: telephone, email, sharing of materials, and on-site assistance to reinforce and follow-up on NASUA training and technical assistance. 4. DIRECTIVE: All national and State grantees and subgrantees operating in the States listed in the attachment are encouraged to attend the planned training sessions on increasing unsubsidized placements. The State Unit on Aging in each State will be organizing the training location and handling registration. There is no registration fee for these sessions, but please let the Title V coordinator at the State Unit on Aging know of your plans to attend to ensure that sufficient space and resource materials are available. These training seminars are scheduled between February and June, as listed below. The State Title V coordinator can let you know when a date and location have been confirmed. We regret that the training for Missouri has been scheduled so that it may not have been possible to register in time. 5.
