Hispanic-Serving Institutions Education Grants Program

Purpose

The Hispanic-Serving Institutions Education Grants Program promotes and strengthens the ability of Hispanic-serving institutions (HSIs) to carry out education programs that attract outstanding students and produce graduates capable of enhancing the nation's food and agricultural scientific and professional work force. Projects may involve individual institutions, consortia of HSIs, or cooperative initiatives between two or more HSIs or with other colleges and universities, units of government, or the private sector.

Eligibility

Only two-year and four-year, public or nonprofit Hispanic-serving institutions accredited by a nationally recognized accrediting body are eligible to apply for grants under this program.

Targeted Areas of Support

Projects should focus on one or more of the following targeted areas:

  • Faculty preparation and enhancement for teaching
  • Curricula design, materials development, or library resources
  • Instruction delivery systems
  • Scientific instrumentation for teaching
  • Student experiential learning
  • Student recruitment and retention (including financial assistance)

Disciplines

An academic discipline is a branch of knowledge which is formally taught, either at the academic institution or via some other such method. Functionally, disciplines are usually defined and recognized by the academic journals in which research is published and the learned societies to which their practitioners belong. Projects should address at least one of the following:

  • General Food and Agricultural Science
  • Agribusiness Management and Marketing (including Agricultural Economics)
  • Agricultural/Biological Engineering
  • Animal Sciences
  • Aquaculture
  • Conservation & Renewable Natural Resources (including Forestry and Ecology/Wetlands)
  • Entomology – Animal
  • Entomology – Plant
  • Environmental Sciences/Management
  • Food Science/Technology and Manufacturing (including Food Safety)
  • Human Nutrition
  • Human Sciences/Family and Consumer Sciences (excludes Human Nutrition)
  • International Education/Research (enhancement of U.S. programs)
  • Plant Sciences and Horticulture (including Turf Sciences)
  • Related Biological Science (General Basic Biotechnology, Biochemistry, & Microbiology)
  • Soil Sciences
  • Veterinary Medicine/Science
  • Water Science/Water Resources (including Water Quality and Watershed Management)
  • Agricultural Social Sciences (including Agricultural Education, Agricultural Communications, and Rural Sociology)

Awards

For the FY 2009 program, eligible institutions may submit Regular or Collaboration Project applications, as defined in this RFA, for project periods of 24 to 36 months duration. An applicant may request up to $250,000 (total, not per year) for a Regular Project. Collaboration proposals will be funded up to $450,000 (total, not per year) and would require the participation of three or more eligible institutions. An additional $50,000 may be requested by both Regular and Collaboration Project applications to support one underrepresented student. To date, approximately $47 million has been awarded to 80 institutions. Distributions of past funding are available by amount of funding and by institution.

Proposal Solicitation

The request for applications will be announced in October 2008. The deadline for receiving proposals will be in February, 2009. Proposals will be reviewed by a peer panel in April 2009.

Funding

The estimated funding for fiscal year 2009 is $6 million.

Results and Impacts

This competitive grants program helps Hispanic-serving institutions (HSIs) build institutional capacity, establish linkages with business, conduct outreach to Hispanic/Latino communities, develop new curricula, and meet local education needs; it promotes and strengthens the ability of HSIs to carry out higher education teaching programs in the food and agricultural sciences.
