People with Disabilities

DOT recognizes that people with disabilities are one of the most "untapped resources" in the labor force. DOT is committed to recruiting, hiring and retaining talented individuals from all sectors of our population, including people with disabilities.

There are two methods of hiring people with disabilities: through the traditional competitive hiring process; or through non-competitive methods such as excepted service appointing authorities. There are several non-competitive appointing authorities; the most popular ones are found in the excepted service, Schedules A and B (5 CFR 213). In general, to qualify, you must have a disability that is severe enough to limit a major life function, such as walking, seeing, hearing, etc. In some cases, an individual should be certified by the Department of Veterans Affairs or a State Vocational Rehabilitation agency as likely to succeed in the performance of the job duties.
