For Hunts Point Fish Market Construction Project in Bronx NEW YORK -- Providing enhanced safety and health protections for construction workers building the new Hunts Point Fish Market is the goal of a partnership agreement announced today by the Tarrytown, N.Y. area office of the U.S. Department of Labor's Occupational Safety and Health Administration (OSHA). OSHA Health and Safety partnerships are part of Labor Secretary Elaine L. Chao's ongoing efforts to improve the health and safety of workers through cooperative partnerships with labor unions and employers. Turner Construction Company is the construction manager for the project to relocate the Fulton Fish Market from the South Street Seaport in New York City to the Hunts Point Cooperative Market in the Bronx. It is anticipated that at the peak of this project, Turner and its 44 subcontractors will employ over 280 trade employees. "This partnership is an example of Secretary Chao's commitment to foster compliance assistance for workers and employers to improve health and safety for workers," said Patricia K. Clark, OSHA's regional administrator in New York. The partnership will involve Turner Construction Company and its subcontractors, the Building and Construction Trades Council, the Building Trades Employer Association and the New York State On-Site Consultation Program. Under the terms of the partnership, contractors must meet stringent safety guidelines that include: maintaining a site-specific safety and health program that ensures employee involvement; providing all new employees a comprehensive safety orientation and providing training for employees on hazards and regulations applicable to their work prior to commencing work, as well as "tool box" meetings on-site. In return for meeting these criteria, OSHA will not target the job site for programmed inspections. However, OSHA will conduct one unannounced inspection of the work site during the course of the construction project, and will still conduct inspections in response to reports of imminent danger, a fatality or catastrophic accident. The goals of the partnership are to encourage local contractors involved in the project to improve their safety and health performance; assist the contractors in achieving zero fatalities, reduced injury and illness rates by implementing strategies to eliminate serious hazards, and recognizing contractors with exemplary safety and health programs.
