Background
Information
The Industry Trade
Advisory Committee on Automotive Equipment and Capital Goods (ITAC 2)
is comprised of representatives from a broad cross-section of the
automotive industry and capital goods industry, and includes
associations and producers of automobiles and trucks, automotive
components, truck equipment, metalworking machinery, construction
equipment, electric industrial apparatus, fabricated plate work,
refrigerators and service industry equipment, oil field machinery and
equipment, and general industrial machinery.
Members of the ITAC
advise the Secretary of Commerce and the United States Trade
Representative (USTR) on trade matters pursuant to section 135 of the
Trade Act of 1974, as amended, and provide detailed policy and
technical advice, information, and recommendations regarding trade
barriers and negotiations under section 2103 of the Bipartisan Trade
Promotion Authority Act of 2002, and implementation of existing trade
agreements affecting its sector. They also perform other advisory
functions relevant to U.S. trade policy as may be requested by the
Secretary and the USTR. Members have provided advice on various issues,
including: steel safeguard and steel prices; the Byrd Amendment; free
trade agreements with Australia, Central America, Chile, Morocco,
Bahrain, the Dominica Republic, and Singapore; the Free Trade Area of
the Americas; the World Trade Organization (WTO) Doha Round of trade
negotiations; and other regional and bilateral trade agreements.
Particular issues of concern to the ITAC are rules-of-origin, market
access, intellectual property rights, and energy services.
Eligibility
for Membership
The Department of
Commerce and the United States Trade Representative jointly administer
the work of sixteen Industry Trade Advisory Committees (ITACs) and a
Committee of Chairs through the Industry Trade Advisory Center.
Eligibility to serve as an advisor on ITAC 2 is limited to U.S.
citizens representing U.S. manufacturing or service firms from the
automotive equipment or capital goods sectors. While Committee members
are expected to provide advice to the U.S. Government as
representatives of their industry sector, each member must also serve,
directly or indirectly, as the representative of a U.S. entity that
trades internationally and is engaged in the manufacture of a product
or the provision of a service (including retailing and other
distribution services), or an association of such entities. Additional
