USDA REALLOCATES UNUSED 2007 CROP YEAR CANE SUGAR MARKETING ALLOTMENTS

 
WASHINGTON, June 23, 2008 - The U.S. Department of Agriculture's Commodity Credit Corporation (CCC) today announced the reassignment of projected unused cane sugar allocations among sugarcane processors, cane states and imports. Also announced is the transfer of allocation due to a mill closure in Louisiana. There are no allocation changes for the beet sector.

 
2007 Crop Year Reassignments

 
CCC announced the overall allotment quantity (OAQ) and allocations on Sept. 27, 2007. At the midpoint of the marketing year, CCC reviewed the use of the allocations and today's announcement is the result of that review.

 
CCC is required by June 1 to make a determination of the need for cane reassignments. This occurs after CCC evaluates current inventories, estimated production, expected marketings and other factors affecting a sugarcane processor's ability to market its full allocation.

 
Based on estimates published in the May 2008 World Agricultural Supply and Demand Estimates report (WASDE) and other data available, CCC increased the allotment for Louisiana to 95,006 short tons, raw value (STRV) and reduced cane allotments for Florida, Texas and Hawaii by 172,141; 35,600 and 48,157 STRV, respectively.

 
The latest cane production forecasts indicate allocation imbalances among processors within Louisiana and within the cane sector as a whole. As required by law, CCC first reassigned allocation within Louisiana from processors projected to have excess allocation to processors projected to have deficit allocation. Because Louisiana was still short on allocation after this redistribution step, CCC reassigned portions of the surplus allocation of Florida, Texas and Hawaii processors to Louisiana to enable Louisiana processors to market their projected fiscal year supplies. All domestic sugarcane processors were given an allocation that permits them to market their FY 2008 raw sugar supply. Since there is no CCC inventory at this time, the remaining expected unused allocation, 160,892 STRV, was reassigned to imports as required by law. This action does not represent an increase in import access to the U.S., but merely an assignment to Mexican imports that are already reflected in the WASDE.

 
Transfer of Allocation Due to Mill Closure

 
This release also reflects that CCC transferred the allocation of South Louisiana Sugars Cooperative, Inc., which closed last year, to Alma Plantation, LTD; Cora-Texas Mfg. Co.; Lafourche Sugars Corp.; Lula Westfield, LLC; and Raceland Raw Sugar Corp.

 
The revised 2007 crop year cane sugar state marketing allotments and processor allocations are listed in the following table:
