An HTA agency in Belgium. Report of a feasibility study.

BACKGROUND/OBJECTIVES: AIMS: In many European countries, one or more organisations with a specific mission in the area of HTA (Health technology assessment) have since long been established. Up to now, this has not yet been the case in Belgium. In 2001, the federal Ministers of Social Affairs and Public Health decided to support a one-year project, to investigate the feasibility of an HTA-organisation in Belgium. The preliminary results of the feasibility study will be ready by the Summer of 2002.METHODS/RESULTS: The characteristics and results of the HTA-agencies or organisations with an HTA-mission in several industrialised countries will be investigated. The following topics will be analysed to the extent that information is available on each of these topics: Position of the HTA-organisation in the health care system, role and mission of the HTA-agency, type of HTA work (done or commissioned by the agency), dissemination and implementation strategies, impact assessment, critical success factors, budget and staff, opportunities for (inter)national collaboration (with specific attention for collaboration with small countries, with little own experience in HTA). All of these elements will be investigated by means of review of official and grey literature, websites and through interviews with key persons in each of the HTA-agencies investigated. The in-depth analysis will be limited to those organisations, whose experience or embedding in the health care system is considered of high relevance for the Belgian context. DISCUSSION: On the basis of these findings, several scenarios for an HTA-agency, or an organisation with an HTA-mission in Belgium will be developed. These preliminary scenarios will be prepared for the ISTAHC conference in Berlin. The authors hope to incorporate the feedback from the Berlin meeting into the final recommendations for the Belgian government, that should be finalised by September 1, 2002.
