Objectives: An ethnographic assessment of sexual behaviour in Madras revealed that same-sex contacts between men takes place in certain parks deserted grounds and beach side promenades. With support from WHO the Community Action Network (CAN) developed a project to reduce the risk of HIV/AIDS infection for an estimated population of 3 000 men who have sex with men (MSM). An intensive peer outreach service was developed to increase awareness of HIV/AIDS promote and foster condom use skills assist the assessment of individual risk and ensure access to counselling and STD care and has been averaging 1 000 contacts per month. Methodology: Project evaluation included random intercept surveys which were administered at the main "cruising" sites to a sample of 125 men in August 1994 and to a follow-up sample of 225 men in December 1995. Changes in sexual practices and condom use were measured over time. Results: The number of men who reported having only oral sex at their last sexual encounter in the cruising areas increased from 17% to 57% while the number of men reporting anal sex decreased from 78% to 38%. For those reporting anal sex at their last encounter condom use increased from 52% to 65%. Conclusion: The outreach activities of credible peers have proved effective in influencing MSM to adopt less risky sexual practices.
