Issue: Since April 1999, the Government of the Republic of Zambia has spearheaded an effort to link debt relief to an expanded HIV/AIDS response. Description: Strategic partnerships were formed between government, NGOs that implement HIV/AIDS programs, and with other representatives of civil society, including the Jubilee 2000 initiative. Simultaneously, political, economic, and normative factors have converged in the international arena to galvanize enhanced action in sub-Saharan Africa for debt relief and an expanded HIV/AIDS response. Using qualitative methods, such as key-informant interviews, focus groups, and document review, four key values of these partnerships were identifed: effective communication, transparency, accountability, and commitment to a democratic process. These key values have been critical for supporting the partnerships between divergent stakeholders during the advocacy and design stages of this activity, and are postulated to be critical throughout implementation. Conclusion: Recommendations on identifying key partners, the sequencing of partnership-building activities, and the requirements for fostering supportive intracountry and intercountry networks to implement Debt-for-AIDS activities will be provided.
