The Office of the Administrator has direct oversight of the following offices.
The Farm Service Agency (FSA), Office of Civil Rights (OCR), is responsible for providing overall leadership and direction in the development and implementation of civil rights policies, programs and procedures.OCR responsibilities extend to FSA Headquarters and Field Operations.
Johnny Toles directs this office.
The Office of External Affairs (OEA) is responsible for overseeing the daily operations of FSA's Executive Secretariat, Public Affairs, Communications and Legislative Liaison branches. OEA also assists the administrator in communicating FSA programs and services to producers, landowners, and across the country.
Patricia Klintberg directs this office.
The Office of Business and Program Integration (OBPI) is responsible for a wide range of policy and program issues covering economic analyses see below), strategic planning, outreach, state and county office reviews, citizen-centered eGovernment, internal investigations, appeals and litigation activities.
Steve N. Mikkelsen is the acting director.
The Economic and Policy Analysis Staff (EPAS), a branch of OBPI, provides economic analysis and evaluation of farm policy, conservation programs, farm credit, and commodity supply and demand forecasts to enhance the economic stability of U.S. agricultural production and its producers. Joy Harwood directs this branch.
