Education Groups Praise Stevens Legislation to Protect Children Online
Groups State S. 1965 “Strikes Appropriate Balance” Between Protecting Kids and Imposing Burdens on Schools and Libraries
 
WASHINGTON, D.C. – The American Library Association, the Consortium for School Networking, the Council of Chief State School Officers, the International Society for Technology in Education, the National Catholic Education Association and the National Parent Teachers Association praised legislative language that would bring parents, industry, law enforcement, and educators together to address comprehensive online protections. The legislation, Protecting Children in the 21st Century Act (S.1965), is sponsored by Senate Commerce, Science, and Transportation Committee Vice Chairman Ted Stevens (R-Alaska) and Chairman Daniel Inouye (D-Hawaii).  The bill has 14 cosponsors.
 
“The Internet is a valuable resource for children and this bill improves safety and addresses parental control without infringing on the First Amendment,” said Senator Stevens.  “It also ensures critical education for our children without the federal government from Washington, D.C. dictating the exact terms.”   
 
The letters states:
 
“[We] write to express our support for section 106 of S. 1965. [The bill’s] language strikes an appropriate balance between satisfying the need to protect children online and not imposing additional significant burdens on schools and libraries… [and]…provides schools with flexibility in determining how best to satisfy S. 1965’s education requirement, leaving the decision to local schools about whether to conduct Internet safety courses, hold assemblies on Internet safety, disseminate online safety tips, or educate students in some other way.”
 
The legislation:
 
  • requires schools receiving E-Rate funds to offer age appropriate education regarding online behavior, including social networking, chat rooms and cyberbullying awareness and response (Section 106 of S. 1965);
 
  • creates an interagency working group to identify and encourage technologies and initiatives to help parents protect their children from unwanted content;
 
  • requires a public awareness campaign (and authorizes $5 million for fiscal year 2008 and 2009); and
 
enhances child pornography enforcement.
