H.R. 2506 - Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2002 1. Modified open rule.
2. Provides one hour of general debate equally divided and controlled by the chairman and ranking minority member of the Committee on Appropriations.
3. Waives points of order against consideration of the bill for failure to comply with clause 4 of rule XIII (requiring a three-day layover of the committee report and requiring the three-day availability of printed hearings on a general appropriations bill).
4. Provides that the amendments printed in the report of the Committee on Rules accompanying the resolution shall be considered as adopted in the House and in the Committee of the Whole.
5. Waives points of order against provisions in the bill as amended for failure to comply with clause 2 of rule XXI (prohibiting unauthorized or legislative provisions in a general appropriations bill or prohibiting reappropriations in a general appropriations bill), except as specified by the rule.
6. Makes in order only those amendments printed in the Congressional Record and pro forma amendments for the purpose of debate.
7. Provides that each amendment printed in the Congressional Record may be offered only by the Member who caused it to be printed or his designee, and that each amendment shall be considered as read.
8. Provides one motion to recommit with or without instructions.
--------- RESOLUTION Resolved, That at any time after the adoption of this resolution the Speaker may, pursuant to clause 2(b) of rule XVIII, declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of the bill (H.R. 2506) making appropriations for foreign operations, export financing, and related programs for the fiscal year ending September 30, 2002, and for other purposes. The first reading of the bill shall be dispensed with. Points of order against consideration of the bill for failure to comply with clause 4 of rule XIII are waived. General debate shall be confined to the bill and shall not exceed one hour equally divided and controlled by the chairman and ranking minority member of the Committee on Appropriations. After general debate the bill shall be considered for amendment under the five-minute rule. The amendments printed in the report of the Committee on Rules accompanying this resolution shall be considered as adopted in the House and in the Committee of the Whole. Points of order against provisions in the bill, as amended, for failure to comply with clause 2 of rule XXI are waived except as follows: page 75, lines 17 through 23; page 107, lines 11 through 17. No further amendment to the bill shall be in order except those printed in the portion of the Congressional Record designated for that purpose in clause 8 of rule XVIII and except pro forma amendments for the purpose of debate. Each amendment so printed may be offered only by the Member who caused it to be printed or his designee and shall be considered as read. At the conclusion of consideration of the bill for amendment the Committee shall rise and report the bill, as amended, to the House with such further amendments as may have been adopted. The previous question shall be considered as ordered on the bill and amendments thereto to final passage without intervening motion except one motion to recommit with or without instructions.
