The Director is responsible for a wide array of contracting and related issues in support of the Agency's procurement and contracting activities. The Division is comprised of three Service Centers which are each independently responsible for specific issues. They are:

Acquisition Policy and Training Service Center (APTSC)

This Service Center's responsibilities include: issuing and interpreting Federal and Agency acquisition regulations; maintaining the contractor past performance system; handling conflict of interest (COI) policy issues and performing contractor COI reviews; developing and presenting acquisition-related training to the Agency’s Contracting Officer Representatives, Purchase Card holders and the 1102 workforce; policy and guidance on the Federal Acquisition Certification Program; Contracting Officer Warrant Program; certification of Contracting Officer Representatives; serving as Agency liaison with the Federal Acquisition Institute; providing a depository for bid and proposal receipts; coordinating on Suspensions and Debarments; and coordinating Federal Managers Financial Integrity Act (FMFIA) reporting and guidance for the Office of Acquisition Management. Provide a file maintenance system for agency contract documents

Management Support Service Center (MSSC)

This Service Center's responsibilities include: administering the Agency's Government Purchase Card Program; collaborating in the issuance and interpretation of Federal and Agency acquisition regulations, directives and guidance related to green procurement, purchase card and contractor-held property issues; management/coordination of green purchasing activities/initiatives; management of contractor-held property; providing support regarding the Agency’s strategic sourcing initiatives; responding to Freedom of Information Act requests; maintaining a support infrastructure for the Agency’s Simplified Acquisition Contracting Officers in remote locations; planning the Agency's budget for 1102 training; scheduling COR, Purchase Card holder and 1102 training, and coordinating the annual Acquisition Training Conference

Financial Analysis & Oversight Service Center (FAOSC)

This Service Center's responsibilities include: reviewing and approving indirect cost rates for contractors and State agencies; administering Agency cost accounting standards matters; performing and determining the adequacy of contractors' purchasing systems; reviewing contractor financial information; performing contract financial monitoring, quality assessment plan, and simplified acquisition procedures reviews; managing OAM's contract audit resolution program; and coordinating audit issues, and planning for necessary services with DCAA and EPA's OIG.
