Dear Sirs:

Are there any federal laws that make it illegal 
to block the sidewalks with your trash or car.

im a vet and i lost both legs in Vietnam   XX

I get around in a wheel chair.  my neighbors are 
always blocking the sidewalk with their cars
or by placing garbage on the sidewalk.

are there any federal laws against this.
