Valley Manhunt Ends in Capture of Fugitive Wanted for Homicide in a Washington State Murder

Phoenix, AZ – Late last night the Arizona Warrant Apprehension Network and Targeted Enforcement Detail (Arizona WANTED) apprehended career criminal and documented gang member Ashone Hollinquest, 22, in the 100 block of North Hamilton Street in Chandler.

On July 02, 2008 Hollinquest and Marnicus Lockhard, 29, were identified by the Pasco Police Department in Pasco, Washington as “persons of interest” in the disappearance of Tiarra Jo Garcia, 19, which occurred on June 23, 2008. In addition to being “persons of interest” in the disappearance case, Hollinquest was also wanted by Washington authorities on a felony charge of Theft of a Motor Vehicle and Lockhard was wanted for felony narcotic and weapons violations.

Shortly after the disappearance of Garcia the Pasco Police Department requested the assistance of the United States Marshals Service in locating and arresting both Hollinquest and Lockhard.

Last night, in a coordinated effort among four states and numerous law enforcement agencies Hollinquest was arrested in a Chandler apartment without incident. Also arrested at the apartment was Andrea Parr, 26, who is Hollinquest’s girlfriend and traveled with him from Washington to Arizona. As this arrest unfolded in Chandler, task force participants with the U.S. Marshals led Great Lakes Regional Fugitive Task Force began closing in on Lockhard in Milwaukee, Wisconsin. Early this morning task force officers arrested Lockhard at a residence in Milwaukee.

Hollinquest and Parr were booked into the 4th Avenue Jail and are pending extradition back to Washington.

United States Marshal David Gonzales praised the work of Deputies and law enforcement officers adding, “The level of interagency cooperation exhibited during this operation was second to none, this resulted in the capture of two violent felons and made the Valley a safer place.”

Arizona WANTED-Phoenix Commander Rick Taylor added, “Fugitives that flee to Arizona can rest assured that law enforcement will work, collaborate, and aggressively pursue them until they're caught. Our task force partners are committed to making this happen.”

The full-time federal, state, and local agencies that comprise the Arizona WANTED include: U.S. Marshals Service; Immigration and Customs Enforcement; Federal Bureau of Investigation; Arizona Department of Public Safety; Maricopa County Adult Probation Office; Mesa Police Department; Surprise Police Department; Phoenix Police Department; and several part-time state and local law enforcement agencies.

The U.S. Marshals Service is the nation’s oldest federal law enforcement agency. Annually, U.S. Marshals arrest more than 50 percent of all federal fugitives and serve more federal warrants than all other federal agencies combined.
