U.S. Marshals / Ft. Worth Police Department close out Crimestoppers Billboard with the arrest of New Orleans Police Department’s Murder Suspect Devin Garrison
 
On April 30, 2008, members of the U.S. Marshals Dallas Fort Worth Fugitive Task Force along with the Fort Worth Police Department arrested Devin Garrison after a brief high speed pursuit and subsequent foot chase in Fort Worth, Texas. Garrison, 18, is wanted in connection with the shooting death of Rigobero Duvon that occurred during an armed robbery on November 28, 2007 in the 3600 block of Fourth Street, New Orleans. At the time of the murder, Garrison was alleged to be armed with a blue steel semiautomatic handgun with a red laser attached. Garrison was also identified as the shooter in the November 20, 2007 murder of an unidentified Hispanic male in Hammond, Louisiana. The shooting occurred during an armed robbery attempt in the 1200 block of Martin Luther King, Hammond. New Orleans Police Department officials also identified Garrison as being responsible for another attempted armed robbery on December 3, 2007 in the 700 block of Pleasant Street.

The fugitive investigation of Garrison was the subject of an intense media campaign. He was featured on Crimestoppers billboards and the subject of various print and television reports. Garrison is currently in custody in Forth Worth awaiting extradition proceedings on the multiple charges listed above.

The New Orleans Police Department requested assistance of the U.S. Marshals Crescent Star Fugitive Task Force (CSFTF) here in New Orleans in locating Garrison early in the investigation. Our agencies routinely work together in a cooperative effort to locate and arrest violent offenders. The media campaign led to a tip through Crimestoppers that indicated the subject was in Fort Worth, Texas. The New Orleans Police Department and the U.S. Marshals developed and enhanced that information and sent a lead to the U.S. Marshals Dallas Fort Worth Fugitive Task Force. The U.S. Marshals there, along with the Fort Worth Police Department’s SWAT team, were able to affect the arrest.

Garrison was identified with another subject driving a vehicle in Fort Worth. Officers attempted to pull the vehicle over, but the suspects fled, leading officers on a high-speed pursuit. After a few miles, the suspects crashed their vehicle in the 800 block of East Biltmore Street. They attempted to flee on foot but were safely apprehended. The other subject in the vehicle, Jerrold BROWN, 19, had an outstanding warrant in Fort Worth for theft of a firearm. Additional charges are pending in the case. No innocent injuries were reported during the arrest.

U.S. Marshal Michael Credo stated, “A dangerous criminal was taken off the streets today due to the outstanding efforts of local and federal agencies working together across the United States. It highlights the U.S. Marshals and the New Orleans Police Department’s commitment to bring to justice violent perpetrators wherever they hide”.

The U.S. Marshals sponsored Crescent Star Fugitive Task Force includes law enforcement officers from the New Orleans Police Department, Orleans Parish Criminal Sheriff’s Office, St. Charles Parish Sheriff’s Office, Louisiana Probation and Parole, St. Bernard Parish Sheriff’s Office, U.S. Coast Guard, U.S. Border Patrol, Jefferson Parish Sheriff’s Office, Bogalusa Police Department, Bureau of Immigration and Customs Enforcement, and the Social Security Office of the Inspector General. Other area law enforcement agencies also assist CSFTF in fugitive investigations on a case by case basis.
