•Our Goal for this site is Clarification. We want you to understand the overall tenets of Homeland Security, what it means at the Federal level and how the Governor organizes the Commonwealth departments/agencies to comply with Federal requirements while addressing his priorities and intent at the Commonwealth level. Most importantly is what it means and how it relates to you, the Commonwealth citizen.

The Pennsylvania Office of Homeland Security resides within the Pennsylvania Emergency Management Agency (PEMA); the Director reports to the Director of PEMA.
The Office is a separate, functioning entity from the U.S. Department of Homeland Security; it serves as the conduit/liaison between the Federal department and the Commonwealth departments/agencies.
The general mission of Office is to support the Governor’s all-hazards approach toward Homeland Security and Emergency Preparedness. Specifically, the Director is responsible for identifying critical infrastructure, developing strategies to mitigate risk, and leveraging both public and private sector resources to reduce vulnerabilities.
As defined by President Bush, all-hazards refers to terrorist attacks, major disasters, and all other emergencies.
