The original H.R. 6842 would require the District of Columbia to revise its laws regarding the use and possession of firearms as necessary to comply with the requirements of the Supreme Court in the case of District of Columbia v. Heller.

A substitute amendment altered the bill on the House floor to remove the District’s ban on semiautomatic weapons, weakens the ability of law enforcement to track firearms used in crimes, and allows people to obtain firearms without a criminal background check.
