H.R. 2642 incorporated provisions from H.R. 5712, the Close the Contractor Fraud Loophole Act, and H.R. 3928, the Government Funding Transparency Act of 2008.

H.R. 3928, the Government Contractor Accountability Act of 2007, requires disclosure of the names and salaries of top executives of companies that receive more than 80% of annual gross revenues and more than $5 million annually from federal contracts. H.R. 5712 requires contractors to report violations of criminal law and overcharging on federal contracts, whether performed domestically or overseas.
