Planning for refuge management begins before a national wildlife refuge is established,
or when the boundary of an existing refuge changes.

Planning for each refuge is mandated by the 1997 National Wildlife Refuge system
Improvement Act.

Planning also occurs at the ecosystem and landscape level.
