On June 1, 2007, H.R. 2080: To Amend the District of Columbia Home Rule Act became public law. This legislation, introduced by Rep. Eleanor Holmes Norton and Rep. Tom Davis revises the District of Columbia’s charter to conform to revisions made by the Council of the District of Columbia relating to public education.

The bill repeals the grant of authority to the Mayor and the District Council to establish the annual budget for the District’s Board of Education, which also prohibits the Mayor and Council from specifying the amounts of and purposes for which funds may be expended.
