Subcommitee Markup of H.R. 3799, "Federal Employees Paid Parental Leave Act"

On Thursday, April 3, 2008, at 1:30 pm, in room 2154 Rayburn the Subcommittee will markup H.R. 3799, the “Federal Employees Paid Parental Leave Act,” and pending legislation to improve the oversight and administration of the Government Accountability Office (GAO).

H.R. 3799 would amend title 5 of the U.S. Code and the Congressional Accountability Act (CAA) to provide eight work weeks of paid parental leave and benefits to most federal and congressional employees for leave taken for the birth or adoption of a child. The federal government currently does not provide its employees with such leave. Federal employees have access to 12 weeks of unpaid leave through the 1993 Family and Medical Leave Act.

The GAO related legislation would restore the 2006 and 2007 annual across the board increase to GAO employees who met expectations but did not receive the adjustment and will ensure that, going forward, employees who are performing at a “meets expectations” level will receive a permanent pay adjustment that will be equal to the annual pay adjustment authorized for federal employees each year. The legislation also includes several provisions from H.R. 3268, the “Government Accountability Act of 2007,” introduced by Chairman Henry Waxman on July 31, 2007.
