In the 99th Congress, the Democratic Caucus elected Les Aspin (D0WI) Chair of this committee over more senior members. Tommy Robinson (D-AR) resigned from the Democratic Party on July 28, 1989 and lost has majority assignment. This change and the replacement of Larkin Smith (R-MS) by Gene Taylor (D-MS) on October 24, 1989, led to a change in size and party ratio on this committee to 32 to 21 (excluding Blaz) on November 3, 1989.

In a secret ballot vote of the Democratic caucus on Jan. 4, 1985, C. Melvin Price (D-IL) was removed as Chair by a vote of 118 to 121. He was replaced by Les Aspin (D0WI), who was chosen over Charles Bennett (D-FL) by a vote of 125 to 103. The contested election in Indiana between Francis McCloskey (D) and Richard McIntire (R) was decided on a floor vote by the House on May 1, 1985 in favor of McCloskey, 236 to 190. The committee was expanded to 49 members and the party ratio changed to 28 to 20 (excluding Blaz) on Oct. 10, 1986.
