RFA Closing Date Change Due to Hurricane Katrina
NCER recognizes that Hurricane Katrina has affected many research efforts. We are investigating ways to assist existing grantees and fellows whose research is directly affected by Katrina . To provide more time for Principal Investigators who may have been affected, we are extending the closing date for announcement EPA-G2005-STAR-L1, "Nonlinear Responses to Global Change in Linked Aquatic and Terrestrial Ecosystems and Effects of Multiple Factors on Terrestrial Ecosystems: A Joint Research Solicitation - EPA, DOE" until 4:00pm, October 27, 2005.

- further emphasis that the Authorized Organization Representative (AOR) must submit the application package
- emphasis that e-mails from grants.gov do not document receipt of the application by NCER; NCER receipt is necessary to assure review
- new instruction as to what is appropriate to put in the "Application Filing Name" field
- clarification that the application can be submitted after "Submit" button activation
- some trouble-shooting advice to avoid/resolve problems commonly observed when first attempting to transfer the file to grants.gov (i.e., close all other software, reboot computer)

Note that only the submission instructions for electronic applications has been changed and that these changes are designed only to make the filing process more clear.

EPA Awards $40 Million in Grants to Study Health Effects of Particulate Matter
EPA has awarded $40 million to establish five, cutting-edge particulate matter research centers. These centers will further improve our understanding of how particulate matter or PM affects human health and the types and sources of PM most responsible for these effects. The grants were awarded to Johns Hopkins University, Harvard University, the University of Rochester, the University of California at Davis, and the University of California at Los Angeles to study high-priority issues related to the effects of airborne particles on human health.

EPA and DHS Announce New Cooperative Center of Excellence for Research on Microbial Risk Assessment for Homeland Security
The U.S. Environmental Protection Agency and the U.S. Department of Homeland Security announced the establishment of a jointly funded research center based at Michigan State University that will fill critical gaps in microbial risk assessment needed to support homeland security objectives.

Nanotechnology: Safety research trailing commercialization, scientists say
With U.S. EPA poised to release voluntary guidelines for nanomaterial safety, regulatory issues were at the forefront of an agency workshop last week. EPA's National Center for Environmental Research hosted the conference, which focused on using nano-sized iron particles to clean up groundwater. While some nanomaterials show promise in environmental remediation, research on the safety of nanotechnology is lagging behind its applications, many scientists said. Currently, nanotechnology is used in about 700 consumer products – including detergents, sunscreens, building materials, electronics and medical applications.

EPA's P3 - People, Prosperity, and Planet - Program
EPA's P3 Program advances the principles of sustainability and technology innovation to future generations of scientists and engineers. Unique in the federal government, this program awards grants to teams of undergrad and grad students, along with their faculty advisors, into higher education curricula. The teams also compete for additional funding to move their ideas to the marketplace. Over 500 faculty and students from 52 colleges and universities used this opportunity to alter core required courses, evolve senior capstone design courses, and initiate certificates and minors in sustainability science and engineering.

EPA Announces Upcoming Competition Opportunity for P3 Grants
EPA's 2006 competition for the P3 Phase I Awards will open in December 2005. Up to 50 awards for a maximum of $10,000 each will be made to student teams in the autumn of 2006. In spring 2007, teams will be invited to bring their designs to Washington, D.C. to compete for the 3rd Annual P3 Award. The competition will be judged by the National Academy of Engineering for design innovation and technical merit along with relevant social, economic and environmental considerations that are key to sustainable designs.

Student Teams Receive EPA'S First P3 Awards; Sustainability Designs Will Help People, Prosperity and the Planet
Washington, D.C. - E. Timothy Oppelt, Acting Assistant Administrator for EPA's Office of Research and Development, today announced the winners of EPA's first Annual P3 Awards - People, Prosperity, and the Planet. Seven student teams from Oberlin College, Rochester Institute of Technology, University of North Carolina-Chapel Hill, University of Colorado at Denver, University of California-Berkeley, Massachusetts Institute of Technology and University of Michigan were honored Monday evening at the National Academy of Sciences in Washington, D.C., for their innovative designs for a sustainable tomorrow. Out of a group of 65 teams composed of more than 400 university students and advisors, these seven teams were chosen for the creativity and utility of their sustainability designs.

Thailand Honors STAR Grantee
EPA STAR grantee Jonathan M. Samet will be traveling to the Grand Palace of Bangkok to receive the 2004 Prince Mahidol Award in Public Health from the King of Thailand. The Prince Mahidol Award in Public Health is granted internationally to an individual or institution for an "outstanding contribution in the field of public health for the sake of the well-being of peoples".

EPA Economist Advances Understanding of Benefit-cost Analysis of Water Quality Regulations Dr. William Wheeler, an economist working in the Environmental Protection Agency's National Center for Environmental Research, recently published a chapter in the new book, Cost-Benefit Analysis and Water Resources Management, with co-author Charles W. Griffiths. "Benefit-Cost Analysis of U.S. Regulations Affecting Surface Water Quality in the United States" reviews the major water-quality rules and the issues surrounding them, especially those related to water valuation.

Fall 2006 Greater Research Opportunities (GRO) Undergraduate Student Fellowships
The U.S. Environmental Protection Agency (EPA), as part of its Greater Research Opportunities (GRO) program, is offering Undergraduate Fellowships for bachelor level students in environmentally related fields of study. The deadline for receipt of pre-applications is November 3, 2005. Subject to availability of funding, the Agency plans to award approximately 15 new fellowships by July 21, 2006. Eligible students will receive support for their junior and senior years of undergraduate study and for an internship at an EPA facility during the summer between their junior and senior years. The fellowship provides up to $17,000 per year of academic support and up to $7,500 of internship support for a three-month summer period.
