Milestones in Iraqs Political Development

January 30, 2005 Elections
  • Elections were held for a 275-member Transitional National Assembly (TNA), provincial councils for each of Iraq's provinces, and a Kurdish regional government.
  • 8.5 million Iraqis voted for Iraq's first freely-elected national government and provincial governments.

April 2005 Cabinet Formation
  • Elected leaders of Iraq's national legislature came together to form a diverse interim cabinet.

June 2005 National legislature formally invited non-elected Sunni Arab leaders to join constitutional negotiations, demonstrating the importance of a constitution with input from all of Iraq's major groups.

  • Iraq's elected national legislature drafted a constitution: a huge step for Iraq and the region.
  • The draft constitution invested the sovereignty of Iraq in the people and their right to vote, protected individual rights and religious freedoms, and put forward sophisticated institutional arrangements to safeguard minority rights.

October 15, 2005 Constitutional Referendum
  • National referendum held on new permanent constitution.
  • 9.8 million Iraqis, 70 percent of all Iraqi's eligible voters, vote on constitution.

December 15, 2005 Council of Representatives (CoR) Election
  • First step in the formation of a government under Iraq's new constitution.
  • 12.2 million Iraqi voters, 78 percent, went to the polls.
  • Iraqis braved threats and intimidation to exercise their right to vote to determine their government.

February 10, 2006 Independent Electoral Commission of Iraq (IECI) certified final election results

April 22, 2006 Unity Government Council of Representatives Vote on Nomination of Top 7 Senior Iraqi Leaders (President, 2 Deputy Presidents, Prime Minister, Council of Representatives Speaker and two Deputies)
  • President Jalal Talabani, head of the Patriotic Union of Kurdistan, elected to a second term
  • Vice Presidents: Adil Abd al-Mahdi, Tariq al-Hashimi
  • Prime Minister-designate Jawad al-Maliki, candidate of the Shia-led United Iraqi Alliance
  • Cabinet ministers appointed by the Presidency Council at the recommendation of the Prime Minister (in progress)

May 20, 2006 Swearing-in, formal presentation of the new, national unity cabinet to parliament.
