IMPORTANT NOTICE ABOUT MAIL DELIVERY DISRUPTION

Following the lead of the House of Representatives, all letter mail to the Library of Congress is undergoing an expanded screening protocol. Incoming packages, commercial courier (accountable) mail, and hand-delivered courier/messenger mail are all subject to the expanded protocol. Publishers are advised to continue sending urgent requests for new ISSN by fax, email, or private carrier.   Requests for ISSN not needed for several months and sample issues being sent to fulfill ISSN prepublication registration requirements can be sent by regular mail.  Publishers are strongly encouraged to send full issues whenever possible.  Full issues can be given more accurate and complete cataloging and only full issues are considered for inclusion in the Library's permanent collections. Note that applications for ISSN (except for pre-publication ISSN assigned to serials which have not yet published any issues) MUST be accompanied by a sample issue or a surrogate of the cover, title page (if any), masthead, and other pages containing information about the publication.  Surrogates can be sent by fax or as email attachments (preferably in PDF format), but please do not fax or email the entire issue. Please limit faxes or attachments to no more than five pages.
